[Speedgrader] Media upload progress bar & success messaging

Problem statement:

Instructors can't tell if their media is successfully uploading in SpeedGrader. There is no progress indicator and no success messaging at the end.

Use case:
A teacher uploaded media and was not seeing their recording display in SpeedGrader. They uploaded a few more times and eventually saw more than one recording posted. When they played the recordings the media showed they were 0 minutes long and only showed a black screen. (They deleted these postings because they thought the recordings were corrupted. When they tried again later to demonstrate the issue, their internet speeds were high and everything seemed successful.)

Proposed solution:

A progress bar and success messaging at the end would help instructors know what to expect when uploading media in SpeedGrader. In the use case, the teacher did not know if their recordings were having trouble uploading or if they should wait and that's why they uploaded more than once. And they did not know if the recordings were not playing because they did not completely upload or because of a separate issue.

Previous ideas:

• Display file upload progress bar for students uploading assignment submissions was developed but it's only for the student's side.
  Progress indicator when student uploads file
• [SpeedGrader] media comments: error message if comment does not fully upload/process, or goes to wro... is only about about error messaging.
• [SpeedGrader] media comments: warning to stay on page until comment fully uploads/processes is about keeping the instructor on the page while the media uploads. This is similar but is not mentioning a progress indicator.
• [Speedgrader] Audio or Media Comment upload failure confirmation is more about failure messaging. The user needs to know what's happening during the uploading process, too.
