[Studio] Disable Comments after Posting

Problem statement:

There does not appear to be a way to disable commenting on studio media once it is posted. Comments can be deleted, but there are times when the comments need to be disabled and removed. Besides being another means of nonsense to manage, the extensive field of comments impacts page navigation.

Proposed solution:

Add an option for teachers to turn off the comment field after a video has been embedded.
