[Studio] Move quiz questions on the video timeline

Problem statement:

I just uploaded a video to studio and created a quiz, and inserted questions along the timeline. I wasn't happy with where I placed them, but when I tried to edit, I couldn't move them along the timeline. This is very frustrating, because they interrupt students mid sentence, and I just need to drag them a little along the timeline. I guess I will have to delete them and re-add them one second later? Kind of a pain.

Proposed solution:

Allow quiz creators in Canvas studio to easily move their questions around the video timeline.
