[Studio] forward and rewind buttons for videos

Problem statement:

There are no forward/rewind buttons available in Canvas Studio. 

Proposed solution:

The simple addition of these buttons on the videos would allow Visually Impaired students using such software as JAWS or Voice Over on a Mac to easily fast forward and rewind through a video. The time of how far the video has been progressed or rewound should be read out as well to give the student a reference point in the video
