[User Settings] Force page refresh on language change

Problem statement:

When a user changes their selected language, nothing happens in the interface until the page is loaded without cache.

Proposed solution:

Please force a re-load of the page when a different language is selected by the user immediately on save, to avoid confusion of whether the language pack has been applied, is available for display, and will show.

For me, at my institution, we have a customised language to ensure our environment is aligned with what our students and staff expect; this makes it more difficult to tell if our custom language pack is active and visible when changing from or to English (Traditional/UK) or English (simplified/US)
