Adding student phone numbers to Canvas?

We are using a LTI tool called Dropout Detective, which they say can pull phone numbers from students' profiles in Canvas. If the phone numbers are set in Dropout Detective, then the person using it can call them if the students are having academic issues.
The Dropout Detective support staff weren't able to tell us how the phone numbers are set in Canvas.
So, I have a few questions about this:
- Is there a way for a user to add a phone number to their account besides adding it as the "text (SMS)" communications method?
- If the only way to add a phone number is the "text (SMS) method, does that have to be confirmed by the student? When we tested it, it emailed a confirmation code that the student would have to enter in order to activate the communications method.
- Is there a way for staff to add the students' phone numbers themselves instead of relying on the students to do it? We already have the phone numbers in our SIS, and the students have given us our approval to call them. We wouldn't be wanting to show these numbers publicly to faculty or students.
Note that I did see the following discussion post about setting phone numbers by the API: https://community.canvaslms.com/t5/Canvas-Admin-Discussion/Phone-Number-to-SIS-User-File/m-p/134665#.... We are fine if that is not possible. We just want to know if there is a way that we could do it manually.
If not, we want to know how students would do this.
