Allow student to take an exam in an old section to resolve an incomplete

I have a student who had an incomplete in my class in Fall 2019 and now he needs to complete two tests in Canvas to make that up. However it appears that that section now has some features disabled, so I cannot get into those quiz settings to change the open/close dates on them so he can access them.

What is the best way to proceed? Do I need to create a whole new section and export those quizzes into that new section just to allow him to take them? Or is there a way to open the original section back up to its original functionality?

To answer you question about is there an ability to open up a course from a previous term, the answer is yes and would require local Canvas Admin assistance. As to how best to proceed that would really depend on how your institution and how they want to handle this situation. 

I would recommend reaching out to your local Canvas Admin and inquiring how to proceed.
