Are due dates locally-based?

Are Assignment/Quiz due dates and availability dates course-specific, or user-specific?

If an assignment is due at 3pm Central US time, will it be due 3pm local time for someone in Paris, or will it be due at their local time? I think it’s the 2nd, but want to make sure.

If an instructor set a 3pm central time due date, students in Paris would have a due date of 9pm. Students are encouraged to set their time zone in their user profile. Will it show local time if they don't have a local time zone set in their profile?

Based on how I am reading that guide, they need to set their timezone in settings otherwise it will show the due date based on the course setting which you've described is central time.
