Assignment Comment in right column has no space for comment!

For the one college I teach at the assignment comment section is there in speed grader on the right side lower half like usual. However for some reason at the other college I teach at the assignment comment section is there but it has no space to put comments. And the audio and the attachment icons are gray. It's like I got locked out. Searched all over the place and tried everything I could but I can't find the answer for this. A little help please! Thank you!!!
