I am hopefully going to explain this as clearly as possible.
My course is grade with percentages, not points. For example my Exams are worth 60% of the grade and I have 4 of them, thus they are each worth 15%. My exams do not have the same amount of questions, thus if even if put each question as 1 point each they still would not be the same amount of points. I know people say oh just make it where you questions add up to 100 points... well 100 does not divide by 35 very well.
How I have done this in other LMS is that the average for exams is based upon the PERCENT grade not the points. I have searched and tweaked things but I have yet to find a way to make this work in canvas. Has anyone figured this out?

Within an Assignment Group, the grades are all proportional--that is, the grade for the assignment group is calculated by adding up all of the scores, divided by the total points possible. There isn't a way to have "equal weighting" within an assignment group for assignments worth different points, as far as I can see.
Your best bet to do what you are describing is to create an individual 15% assignment group for each of the 4 exams.

Creating a separate assignment group for each exam is a fine solution. Another solution if you want them all to count equally is to make each exam worth 100 points and then record the percent correct rather than the actual numeric score. Of course this means that you have to calculate the percent yourself (30/35 = 85.7%, record as 86/100).
