Can I cross list sections before students are added?

I want to know if I have to wait for students to be added before cross listing sections.

Yup...you can cross-list before students are added.  When I worked at the Technical College in my city, we frequently cross-listed courses before enrollments were sent via our SIS system.  Students were placed in the correct sections after the courses were cross-listed.  No issues.
