Can't Change File Permissions

Images in an instructors course are displaying as a large lock icon. I'm assuming the issue is the permission settings in files needs to be set to published. Myself (canvas Admin) and the instructor are unable to change the permission setting. When we select "Publish" then update it reverts back to the original permission settings. Any ideas what I am missing?

I just tested this several time in two of my Canvas instances, and have no problems changing the protections on any file including images. Have you submitted a support ticket to Canvas?

I have this problem sometimes. I have found that it commonly is related to the folder. If you make a new folder in the files area and add what you want to that folder you should be able to change it to published. I find I only really have this issue when files are in folders copied from older courses or in the uploaded media folder. Hope this helps someone!
