When it comes to the Canvas student portal, does the access to this portal become denied if there are any financial issues or debts that a student is currently facing? Many students at my University have had disruptions in their schooling due to unexpected financial situations, whether by the University or the students fault. Is Canvas an automatic system that locks out the student from the online portal due to finances regardless of how it occurred?

I came across this unanswered question while doing a cleanup the community.
This is something you'd need to ask your school/institution's Canvas team (usually in the eLearning / IT / Digital Education areas). I know some universities will configure their systems to temporarily lock out access to crucial systems if there are financial issues, but others do not. There is nothing in the Canvas LMS itself that knows about financial info, so the only way things would be locked out is if the school/institution has intentionally created a system to do so.
