Change Setting Dates

How can I change the start date to make it earlier. When I did an import, it adjusted my dates and I didn't double check them

Are you wanting to change the start dates of your assignments in bulk?  If so, you can do this following the instructions in this Guide:

I am asking how I can change the entire course settings. I am unable to set course assignment dates because the course settings are set to open in September not August.

Course start/end dates are configured within your course "Settings" screen.  Here are a couple Guides:
