Will there ever be a dark mode for the Canvas web?

The request for a dark mode in Canvas is part of a larger theme that you can find here:
Improved UI Controls and Usability - Cleaner or fr... - Instructure Community (canvaslms.com)
If you take a look at the section in that link called "Referenced Ideas", you'll see near the bottom of that list (currently fourth from the bottom) that the following idea is linked:
[Theme Editor] Dark Theme/Dark Mode for Canvas - Instructure Community (canvaslms.com)
So, even though a dark mode does not exist in the Canvas web UI at the moment, maybe it will in the future...who knows.
I know this might not be a direct answer to your question, but I hope it will help in some way.

The dark mode for IOS (Apple/Mac) was created but not for web. This has not been resolved.

You are correct that it has not been resolved at this point. However, for clarification, my response was marked as a solution (multiple replies to a topic can be marked with the "Solution" designation) because an existing Theme and Idea have been "Identified". You can read more about what "Identified" means in How do Ideas and Themes work in the Instructure Community?. My response was also marked correct to signify that people can use the links I've provided to check out that Idea and Theme so that they can participate in those conversations during the voting periods which happen a couple times a year.
