Digital Notecard?

Is there a way for students to create a digital notecard they can reference during tests/exams/assessments?  I want to have a few open-note tests, but want to limit the notes they can reference to a word count limit.  Is there a way to do that in Canvas?

I am not sure if there's a plug in app that could do this, but there is not something natively built in Canvas that can do that.
