I'm wondering if it's how they have set up their notifications. Here's a guide that you could share with them to do some trouble shooting. How do I set my Canvas notification preferences as a student?

I had the same issue. I found a fix for it.
- login to canvas from desktop
- go to account > settings
- under approved integrations, you will find a list of access tokens as shown in image attached
- for me the list contained multiple instances of the same device. when i deleted all but one the problem was fixed
