Excused "Submit" Assignments

Hello,

We have students who transfer into a course, and while I can transfer the grades, they are still required to submit something if that is the requirement in the module.  Is there any way to mark the submission status as complete without actually having to submit anything?  We have some half-hour  EdPuzzle video quizzes, and the only way I have found to allow them to go on is to redo the quiz and then put the original grade back in.  Even excusing the assignment doesn't allow them to continue.
