External tool not showing up in sub-account

Hi,
I'm a developer of an external tool and a college successfully installed and is using my tool in their regular account. They asked whether the external tool should be available in all of their sub-accounts; they have a separate sub-account in Canvas for sandboxes, or fake courses, and the external tool is not showing up in the External Tools list.
Does this mean that they'll have to install it in their sandbox account or should it be appearing?

@EricKean Every tool I have integrated trickles down but it will not go across accounts. So if by "regular account" you mean their root account, then it should show there and any sub-account below that. If their regular account is also a sub-account, then it will need to be added to the other sub-accounts as well.
There easily could be something in the setup of a tool that I have never seen that will prevent this but every tool I have ever worked with functions this way. All settings in Canvas uses this same hierarchy structure.
