In synchronous classes I share my iPad screen with students and then, when I upload these handwritten notes on canvas, as pdf files, they have 5% accessibility score. I would appreciate any suggestions about improving the accessibility score.

Just to be clear by accessibility score, you mean that 5% of the students look at the pdf you posted? If that is the case, then my guess is that most of the students were in class and were able to write down everything that you wrote in the pdf. the 5% viewing it were either not in class or were rechecking a few things.
if you want students to actually go to the page, after the class is over, put some sort of bonus material on there that the students will need for the next class. Of course, the students will access it, but only for that information.
For me, I do not worry to much about accessibility. the information is available to the students - they can look at it or not it is there choice (but I teach at a University which would be different than say first graders).
