How do I create a course in Canvas? I do not see the box that says create course.

Depending on what your school's Canvas administrator has set up, you may or may not be able to create Canvas course shells on your own. Much of this is covered in the light blue box of this Guide:

If you aren't able to create a course on your own, that permission has most likely been disabled by your school's Canvas administrator. You'd need to reach out to that person or someone from your school's Online Learning / eLearning / Distance Education department to have a conversation about how they create new course shells for you so that you can begin to add content to the course.
I navigated the Prince William County Public Schools website a bit, and I found a help page which may provide some contact information for you:

While your directions may work for some folks, they may not work for others. There are many schools that do not allow their instructors to create courses on their own. That is why, in my reply yesterday, I emphasized to @DorothyKlieber that she may or may not be able to create courses on her own. And, if she is not able to create courses on her own, she would need to reach out to her school's Canvas administrator.
I'm not sure if you are an instructor or a student, but I can tell you from a Canvas administrator role, we have the option to allow instructors to create courses ... or not create courses. Here is a screenshot to show an example:
As you can see, this is an option that Canvas administrators can enable/disable. In my past job as a Canvas administrator, we did not have this box checked because our SIS (Student Information System) sent daily files to Canvas that automatically created our course shells for us. If there was a special request from an instructor for an additional course shell (which didn't happen very often), my team members and I would manually create those course shells for our instructors.
