We have some instructors (Staff) who are students as well. They could be teaching a course and logging in with their staff email, but are assigned to a course with their student email. How are you all setting this up in Canvas when the vnumber stays the same for both staff and student email accounts? Instructure is suggesting to create separate accounts but we do not give out separate vnumbers for the same person.

There are no separate "student" email addresses. Users have one ID number, one campus login name, and one campus email address, regardless of whether they are faculty, staff, or student (or all of the above...)
We are a K12 district. Their role in our information system may be Staff or Student only -- only one account, and only one email address. In Canvas, depending on the course (school academics, professional learning), the Course Role is what matters. For a school course, Teachers have role of Teacher in the course. For a professional learning course a staff person (teacher, principal, whatever) will have the role of Student in the course. It's the Role they are given in the course that determines their permissions in that course.
We only have one account per person, based on their university ID number. (We also don't have separate student vs. faculty/staff emails...)

We only have one account per person as well. If they are Staff and are enrolled in a course with the course role of Teacher, they will have Teacher permissions for that course. And when Staff are enrolled in a course withe the course role of Student, they will only have the ability to act as a Student in that course. It's only when you enroll someone in a SAME course with both roles that you see conflicts in their permissions in that course (they can't "take" the course as a Student if they also have Teacher role in the course.)
