How to verify the Account Setting Feature Option about "Autodetect Field Separators in Compatible Spreadsheet Exports"?

I want to verify the option "Autodetect Field Separators in Compatible Spreadsheet Exports" in Account >> Setting >> Feature Option. (I'm using the OSS version)
However, regardless of whether I graded students' scores like "1,234.56" or "1.234,56" in Assignments, when I download the CSV file, the scores appear as "1234.56" and "1.23456" without the comma (this setting is based on the instructions I found at this link: https://community.canvaslms.com/t5/Student-Guide/What-feature-settings-can-I-enable-in-my-user-accou...). Therefore, I cannot verify if the feature about automatic conversion to comma or semicolon is effective.
Does anybody know how can I proceed to verify if this feature "Autodetect Field Separators in Compatible Spreadsheet Exports" is working correctly.
