Issue is, after step 2 (click on Settings), I do not have an observer option.

How do I proceed?

I have a similar issue. I was observing one student that I removed. Now the observing link is gone and I cannot add an observer code.

I need this information as well. There is no observer option for some of my SPED teachers. Not sure why the solution was not shared publicly.

I figured out the solution for anyone who finds this in the future. Have the user go to https://YOUR_SCHOOL_URL.instructure.com/profile/observees where the YOUR_SCHOOL_URL is your district's unique part of the Canvas URL. There they can add a code and once they do the observees option should appear in their settings.
