Import vs. Edit Permissions

I would like to define a role where a user will be able to see content and import it into their own course but not edit it.
For example, we could have a "History 101 Repository course" that Instructor A controls and Instructor B cannot edit. Instructor B can, however, browse all the content as from a Student or Observer role. Then, Instructor B can import content from that course into her own History 101 course in which she is enrolled as a Teacher, and edit it as normal.
Is there a way to make that possible?

You can absolutely do this! In fact, back in 2017 I wrote a blog on how to accomplish this. I'm no longer at that college, but I'm pretty sure that custom "Viewer" role still exists (at least it did before I left in August). Here is the link for you:
