Does the question absolutely have to look like a table? If not, why not convert this to a few multiple-answer questions? For example, in your attached table, you have essentially three rows of questions...each with the same three choices. So, if you were using the New Quizzes interface, you could create a stimulus question and include the paragraph that students have to read. You'd then have the three multiple answer questions next to it. Here's an example I quickly put together in my own sandbox course:
What do you think of something like this? Students are still answering the same questions...it is just displayed in a different format.

@Chris_Hofer no, that would not resolve the concern. Our students have not seen questions formatted like this before and will see them on the STAAR test which is the accountability test for Texas. For this reason, we need to give them opportunities to practice so that they know how to answer the question when the answer choices are presented in a table.
@Chris_Hofer - has Canvas had any conversations about adding this question type?
I am another Texas teacher who needs to provide students questions in this format. This is already an option in SchoolCity and Formative. Please add to Canvas to keep relevant to state testing question types!

Unfortunately, I do not have an answer for you. I actually do not work for Instructure (the folks who make Canvas). I work for an arts college in Detroit, MI. Although I do know that Instructure is not implementing any new features for Classic Quizzes, I know that they have been working on the New Quizzes interface. I am not sure what they are currently working on or what specific plans they have in place for down the road. However, I can point you to this:

You'll find a "Product Roadmap" section on this page where you can at least get a general idea of what is coming down the road. Also, I suggest (if you are not doing it already) that you follow the monthly Canvas Release Notes...as sometimes you'll see updates and enhancements to New Quizzes in those documents.
