My course is set up so that students must complete all items in a module before they move to the next one.
One of the items in each module is a quiz. But the quiz has a deadline after which it is closed.
I have not been able to determine if students who miss the quiz can still proceed to the next module, or if an item that is closed at a particular time prevents a student who has missed that deadline from moving to the next module.

Students will have to submit the quiz to complete the module requirement if you set the requirement for the quiz to 'submit'.

hmmm, the problem is that the quiz is closed after the deadline so the student cannot submit anything.
Your (and the students) only option would be to reopen the quiz by adding alternate dates for the individual student. Many of our instructors do so, but they notify the student that points will be taken off since the submission was late.
