New Quizzes is not giving partial credit

I have a quiz set to give partial credit for multiple answer questions but if a student misses a part, it does not give any credit.  It is a fractional so I am not sure if that is the issue.  Is anyone else having this issue?  Any advice?

Can you provide all the details about the question?  That is how many correct answers are possible for the question and how was the question answered.   with partial credit, each correct answer will receive points and each incorrect answer will receive the negative of what one correct answer will receive.  so if there is one correct answer only, then if the student answer the question correctly and selects an incorrect answer, then the point total is a wash and the student gets 0 points.

The question is worth 5 points.  There are 2 correct answers out of 4 possible choices.  I did not realize that is gave a deduction for an incorrect response so that makes sense to me now.  Thank you for your reply.
