How do I hide Outcomes?

Thank you for your question, @PeterBroks. Hopefully your question is answered by one of these options:

To hide Outcomes from students, the link to that tool can be disabled on the Navigation tab of the Settings page of a course. That will prohibit students from seeing the link on Course Navigation and navigating directly to the /outcomes page for a course. Outcomes can still be used as Rubric criteria, so refraining from doing so will also keep them hidden from students (Outcomes-as-criteria are flagged with the outcomes icon).

To hide Outcomes from instructors, it doesn't look like there is an option other than making the Course Navigation link less conspicuous by placing it lower on the list of links. Not using Outcomes as Rubric criteria will of course keep them hidden from instructors. There are also options for the Instructor user role related to Outcomes.
