Question Banks - why is the add a question button only at eh TOP of the page, ie scrolling way up and not at the bottom as in the quiz option?

I am adding 100 questions to a question bank and am frustrated that there is no add question button after the last qwuestion added like in regular quizes???

I found the answer-  If you make the screen big enough then the tools at the top right of the page go to the bottom.....
