Is there a way to allow students to refer to a rubric that isn't attached to an assignment in Canvas? I have a page that includes hyperlinks to a few rubrics. But when I am in student view, the says I don't have access to the rubrics.

You will have to duplicate the rubric somehow (screen capture, print to PDF, recreate it?) unless you want to attach it to an assignment.
One work-around is to create a 0 point assignment with no submission and attach the rubric to it. Just be sure to explain the purpose of the fake assignment so the students aren't confused.
I experience this issue sometimes where I want students to know how I'm going to grade, but they cannot get to the assignment that actually has the rubric attached until they complete other module requirements.
