Is there a way for the Canvas administrator to reset ALL student passwords at once instead of going into each and every student's account? I found a past post (https://community.canvaslms.com/t5/Canvas-Admin-Discussion/Reset-All-Student-Passwords/m-p/118534/th...from 2017 and it seems like there wasn't at that point, but I am hoping there has been changes since then.

If you used SIS imports ( https://community.canvaslms.com/t5/Canvas-Basics-Guide/What-are-SIS-Imports/ta-p/47 ) to create the user accounts from a CSV file, you can use a CSV file to push out updated passwords.
However, if your users were created individually via the GUI, and don't have an SIS ID associated with them, you would not be able to use SIS imports to update them, and the only way I can think that it might be possible is to write a script to use the API and update each user with a new password.
