Can you check one other screen for me? Go to your course "Settings" screen, and then click on the "Sections" tab. Do you have two or more sections listed on that screen? If so, behind each section name, does it show the number of users in that particular section? Further, if you click on each section, are the correct individuals listed for each section? Here is an example of what you should be seeing:
