Student Access to Excused Quiz

Context: I'm a 9-12 social studies teacher of students with a wide variety of needs.

With Classic quizzes and currently with assignments, when we excuse a student, they cannot submit work or even take the quiz.

However, with new quizzes, my students who have been excused are still able to see and take it.

It also shows up in their To Do list regardless of whether its a new quiz or an assignment, which is confusing on a number of levels. In the attached pic, the student (one with very limited English) has been excused from four of those assignments, but they are still appearing. If its a New Quiz, the kid is even able to take it, which we don't want.

Am I missing something?
