Students are able to view exam answers outside the IP address filter

Students must be in our Testing Center to take their exam because the IP addresses are filtered for that location. After the exam closed, I adjusted the exam setting so students would be shown their answers and see which questions they got incorrect. The IP address filter was still in place. However, students informed me that they could see their exams on their phones and did not have to go to the Testing Center. Does allowing 'View Responses' invalidate the IP address filter?
