@KellieTinnin Not sure if this is your issue but have you tried adding them via Login ID or SSID instead of email? Sometime in the not so distant past, an update made it where if the user has not verified their email, then trying to manually add them to a course via email will not work. We discovered this on our fake test students as they are not real email address so they have never be verified. We later ran into it when we would manually create a user and then immediately try adding them to a course before the user had a chance to verify their email and setup their password. Just thought this might be the issue for you as well.
