This is a global community of Canvas users without access to your local Canvas instance. Canvas doesn't have a Student TA role, which means it was created at your institution and the permissions were determined there. We cannot give a complete answer; this question is perhaps best addressed by your local Canvas administrator.
That said, the Student TA is normally based on the Student role while the TA is a built-in role that is based on the Teacher role. Student TAs would not have access to grade information for other students. Think of a Student TA as a student with some extra permissions and a TA as a teacher with fewer permissions.The exact permissions are controlled locally.
