Why is "submit" button grayed out when I try to make a collaboration?

I'm trying to create a collaboration, but the "Submit" button is grayed out.  I just created one for Google docs and I didn't even include any people and it let me submit that one.

Also, why are observers showing up in the list to collaborate with?
