how to add images to user files for upload to discussions?

I can't upload images to discussion posts for the ARCH 22 class I'm taking.  I get the message that my file is too large.  I'm told I need to add the images first to "user files" but I can't find any guidance on how to do that step.  Anyone know the answer?
