Videos with Disabled Seeking: Progress does not save properly

I've been having an issue with canvas videos where seeking is disabled. 

There appears to be poor tracking of the location in the video across sessions. In other words, when closing or refreshing the browser or restarting the computer after running out of battery, the video either goes back to the beginning or goes back by more than 30 minutes.

I wanted to see if anyone has experienced a similar issue and what the resolution was. I have been using Microsoft Edge. I do not know yet whether this issue occurs in other browsers, but I will update this post once I have tried. 

Steps to reproduce: 

1. Post a video and disable seeking.
2. In Microsoft edge, watch the video for several minutes. 
3. Pause the video and refresh the browser.
