Aside from the Account Admin permission "Users - act as" is there any other admin permission that controls/grants access to an account admin to view conversations in the Inbox between teachers and students? In other words, if "Users - act as" is not granted, is there any other way that an account admin could access (view) conversations in the Inbox between teachers and students? Or does that setting pretty much lock it down?

As far as I know in the UI and API, the only way to get conversation (inbox) messages is by acting as another user, so the permission you mentioned would basically be it. I'm not sure if conversations data is available in Canvas Data 2 though, so that could be something to investigate if you have a CD2 database up and running. I'll move this post over to the Canvas Data group for potential further insight into that.
