[Admin Tools] Impact API to Assist with Automation

Problem statement:

At this time performing functions within Impact is manual, we are looking to automate messaging and retrieve/export Impact data. Example: - uploading customer user groups via the API - modifying an Impact message audience via the API - exporting Impact reports via the API

Proposed solution:

Adding API endpoints will assist our administrators in automating a few tasks. We plan on leveraging Impact messages more and more and would prefer to provide a list of target users via our SIS.
