[Admin Tools] Make My Reports shareable to other admins

Problem statement:

With the subaccounts now enabled, we have more admins that we will be adding to our Impact instance to view Insights of specific subaccounts. One request we've gotten is if a report created by a user can be shared to other admins. Currently, the My Reports page only allows the user who created the report to save it but not be able to share it with any other admin else. That admin would have to create their own report that does the same thing.

Proposed solution:

Allow an option (under the Actions column) in My Reports to share the report. (Perhaps after clicking the Share button they have the option to choose public for all admins or specific admins via invite a user to use their report). This avoids redundancy and makes teams work better when generating reports withing Impact.
