[Campaigns/Messages] exclude TAs from User groups based on Teacher role filter

Problem statement:

When I try to send messages to Instructors, invariable TAs get included in that list. I have asked and it seems that this is because the TA role is based on the Teacher role. There currently isn't a TA role on the custom user list drop down for me to narrow down the list.

Proposed solution:

I would like to be able to create a custom user group of Teachers but be able to exclude the TA role.

instructor,ta
