[Tool Adoption] Include custom user group in Tool Adoption's User Group drop-down list

Problem statement:

Currently, in order to see the user interactions and adoption for a custom user group, an admin would have to create a campaign and add the custom user group as a target audience and select the needed monitors to generate the tool adoption report. Having to create a campaign in order to just generate a tool adoption report can make the Campaign dashboard confusing, and an admin could accidentally use it for an actual message campaign. Getting a report this way also does not allow for an admin to download an active user list for each monitor.

Proposed solution:

It would be great if the Tool Adoption report from the Insights page would allow an admin to choose any custom user group from the User Group dropdown and generate the report from there. With this, we can get a better, granular report of the users in the custom user group on which monitors they trigger.
