[OPEN] Re-using rubric comments longer than 100 characters truncates the rest of the comment with Rubric Enhancements Enabled

Description

When attempting to re-use a saved rubric comment that is longer than 100 characters, the text is truncated at 99 characters and doesn't display the rest of the comment in the UI or API for the teacher or student when Rubric Enhancements is enabled.

Expected Behavior

Instead it should display the whole rubric comment.

Workaround

No workaround exists at this time.

Steps to Reproduce

  • Prerequisite: Rubric Enhancements, and Comment Library enabled, A course with a teacher and two students.

  1. Create an assignment with a rubric set to use free form comments.

  2. In SpeedGrader, leave a long comment on the first student and save the comment.

  3. On the second student, select to use the saved long comment.

  4. Notice that the text is cut off.
