[OPEN] User missing from users table QED

This behavior has been resolved and deployed to the production environment as of 9/18/23.

Description

QED has noticed that a user is not showing in their main instance even though they do have a login from the instance and show in CD1 user_dim for the instance.

Expected Behavior

Admin is looking to know why this is not showing and to have this resolved.

Workaround

No workaround exists at this time.
