txt/rtf files can no longer be annotated

This behavior has been resolved and deployed to the production environment as of 2/28/24.

Description

When a student submits a txt/rtf file to an assignment, Teachers are not able to annotate the submission in Speedgrader, and instead it displays the message "Annotations are not available for this document".

Expected Behavior

Users should be able to annotate these file types.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisites: Have a published course with students and teacher enrolled.

  1. Create an assignment set to file upload

  2. Publish the assignment

  3. As a student submit to the assignment with either a .txt or .rtf file

  4. As a teacher go to Speedgrader

  5. Notice the message displayed

  6. Once the page has loaded notice that no annotation tools are available
