Assessment Creation does not include multiple choice

I am trying to create an assessment and I do not have multiple choice as an option for the question.  This is very strange as most of the questions on this system are multiple choice?  Help please!

You can create Multiple choice questions either as a Document-Based Assessment or Author your own when creating an item-based assessment. There are a variety of question types you can make aside from that.
