I thought New Quizzes was working well but I'm hitting a brick wall

I have a student who claims images are broken in a New Quiz. I went to look at the quiz and found that, yes, they are broken when I impersonate the student.

I tried to find the questions, but it's set up to draw random questions from an item bank. OK, fine. I go to the item bank and attempt to see one question's HTML, but I'm not allowed. I'm told I can only edit a copy of the item since students have already taken the quiz. OK, I edit a copy.

I see the following HTML for the image:

That's it. I tried using the live api to find out where this file id is and had no luck. I have no way to edit this or even check if it's correct. What am I supposed to do? How do I even troubleshoot this? How is New Quizzes still this clunky after 10 years of development?

Do you know if the picture that was added to the New Quiz / Item Bank question was originally stored in the author's (the instructor's) "User Files"?

Dang, I just don't know. My assumption is that it was originally stored in the user files

What I would recommend that you do is:

1. impersonate the instructor
2. go into their "Files" area of their user account
3. see if the image exists in there

Another option would be to:

1. impersonate the instructor
2. if you have the full path to the file, in a seperate web browser tab, either:
   1. go to the location of the file
   2. with the "api/v1" added at the correct location, go to the location of the file
